Several high ranking officials were gathered recently at the UN discussing the disregard of their national flag by some of their rebellious citizens.

One official mentioned that disgruntled citizens were hanging their national flag upside down to protest erection loss by males.
Another official mentioned that some of their angry citizens were protesting their country's lack of advancement by hanging the flags backwards by changing the flag’s attachment to the flag pole.
Still another official pointed out that some unhappy citizens from their country were hanging the flag sideways in a blatant disregard to the laws of their country.

One official laughed, saying that their flag is immune to such treatment. What country was this official from?

I don't remember all the symbolism of the Swiss flag's design, but I remember two ideas represented by the symmetry are equality and neutrality.
Makes sense when you see it.

Libya did have an all green flag for a bit, but no longer. It's a very good guess and definitely warm but not quite the flag (country) in question.

Good guesses missy jo but the USSR is not it, nor is Japan, but Japan is pretty close and provides a good clue as to what to look for.
