It definitely sounds like an offer, yes. He hopes it is. God, Lilou is probably not prepared for him to be taking women home with him. Neither is he, actually. His heart is definitely experiencing it's own uptick. A frisson of nerves and hope in his eyes that is visible for a moment, in that breathless moment before you say yes.
When you do, a flash of heat and warmth in his smile, like the momentary lack of visible confidence was never there. Eyes reluctantly dipping away from you, as the relities of not being at home in these clothes, or being used to needing to find a wallet distracts him. There's none of the ease, the lack of thought that usually might accompany such a simple task, which is perhaps another clue as to where he's been.
It does mean he misses your name as he finds wallet, then card, and pays - and also tips generously. Would have, even if the night hadn't been so favourable, really.
Then he's letting you tug him off his seat, tucking away his wallet as he follows you into the night.
