Much against his better judgement, and even more against his desire to be left alone, he found himself in a common area where convicts of all stripes were playing cards or dominoes or watching TV or bullshitting. Word had travelled through the grapevine from Sing Sing that Carrot himself had issued a decree that Stick, though not the head of the ‘Woods at Gull Island, was connected enough, solid enough, respected enough, to mediate some disputes amongst rival gangs here. The Woods weren’t directly involved, because it was a fight between blacks and browns but being outnumbered, the Woods and browns tended to back each other up.

He sat at a steel table, waiting, and when all the pertinent parties were present one of the local Woods came to whisper in Phil’s ear.

Stick rapped his knuckles on the steel table calling the thing to order. He laid out the rules, it would be handled like court, which they all had experienced, and it would remain orderly. They couldn’t get out of hand or the guards would get involved. The guards were the second most powerful gang in most prisons, because they are better armed and really no other reason.

The Browns were accusing the Blacks of actions detrimental to their drug trade. Specifically a black con named West Side Winston had stolen an inbound package from a loading dock that contained the Browns batch of meth and an amount of weed.

Stick listened to the accusations and rebuttal. The Blacks defense was weak, and mostly centered around the simple fact that no one had seen Winston take the package. The very day the package arrived, Winston was selling and trading and slinging drugs without the slightest bit of discretion, but that was circumstantial. It wasn’t proof but it was damning none the less. This wasn’t a real court, so such a fact was acceptable.

So when all the arguments were had, restrained as they were through clenched teath, Phil was left with making a judgement. This was touchy because Winston was clearly guilty but by declaring that he was risking a war between all three races because the whites would have to back the browns by reason of mutual benefit and a signed accord. The Browns had a little drug dealer named Spider Cortez who was reputed to be wicked with a shiv in a fight. This whole affair had intentionally been claimed with Cortez as the victim for just this moment. Phil would declare not enough proof to make a fair verdict and demand Winston and Cortez would meet tomorrow on the yard and fight to determine the final decision. If Cortez won, the Blacks would repay him for the stolen drugs, but if Winston won, the browns would forfeit their next package as well.

Phil banged his knuckles on the table again, adjourning the meeting. Both sides were satisfied with the outcome, they were both able to save face and each only had to offer a single soldier to the fight, saving most of them from injury or death and also only two men risked serious punishment from the blue gang. It was considered a win all around and as such both sides paid Phil for his service. A pillowcase full of food and snacks, paperbacks and some stamps were his salary for the occasion.
