They couldn't get it to do what they wanted(remotely control someone elses cyberware upon activation), so they were putting it out into the world to drum up excitement over it, test it before they brought it to market. Felix had it put in his skull, and then went hunting for these Scavs.

He was followed by IRIDIA and Maul, who were to record the operation of this ware without getting involved.

Felix finds the scav den, activates the ware, and it immediately causes everyone within 15 minutes to enter into a sort of cyberpsychosis, casues their cybernetics to go haywire.

Maul and IRIDIA don't get involved, but Felix shoots the scavs in the room, after seeing his girlfriend strung up on a meathook like a butchered cow.
