The confession is unexpected. It makes his eyebrows lift. What he planned on was a 'no, everything is okay, don't worry' before he had to press a little more before getting it. But you admit it, flat out.

And now that he has it...he doesn't know what to do about it. His problem with Richter, soon to be Arasaka, was first and foremost in his mind right now. Only after that was dealt with...

Echo quietly watches you move to the fridge, waiting for you to turn back to him...

On the way down in the elevator, a decision is made, regarding Richter...and there is no 'good' one to make.
