Don't think Emily Post has a rule on this. If someone gives you their phone number, either route seems acceptable. If you get someone's number from a third party, it might change things in that an initial text might be better. The type of contact factors in. If business, I'd call (or email) first. Personally, I do not use texting for business purposes unless I really know the person.
